The EPA regulates this list and they've conducted a thorough study to determine what is "safe" enough to be listed.

Therefore, if a pest-control product has active ingredients that is listed in List 25(b) The position of the EPA will be that this product has been proven to be "demonstrably safe for use in the intended manner'. The ingredients listed in the list 25(b) include a collection of natural, organic alternatives to control pests.
