The EPA regulates this list and they've conducted a thorough study to determine what is "safe" enough to be listed.
Therefore, if a pest-control product has active ingredients that is listed in List 25(b) The position of the EPA will be that this product has been proven to be "demonstrably safe for use in the intended manner'. There is no need to conduct further tests There is no reason to protect the public from its dangers there is no need to worry. Pest control products that contain an active ingredient that is exempt has been shown to be secure.
The ingredients listed in the list 25(b) include a collection of natural, organic alternatives to control pests. Things like cedar oil citronella oil, cinnamon oil peppermint oil, geranium and peppermint oil are among the just 30 ingredients, which all are sourced from Nature herself. Not crazy chemicals made by humans with names you don't know.
On one end in the range are chemicals made of synthetic materials which, to be accessible to the public need EPA registration and supervision.
